Fly-tipping in Peartree Close

Usual spot at Peartree/Sea Rd. Household waste, baby stuff, sofa foam. Many different addresses in the rubbish. Some bags contain swept up waste as there are lots of leaves and grit among the rubbish. Is this a local clean up? Landlord dump ?
