Fly-tipping in Dryden Close

Looks like part of a bike frame. Watched a guy in a dark blue car wheel up, leap out and zoom off again asap. Circa 13:50pm Wednesday 24th March (yesterday). Licence YX54 JYZ. Too quick for a photo unfortunately, once I realised what he was doing.
