Fly-tipping in Sea Road

Unknown, man was seen walking with an obviously full, grey wheelie bin into the wooded area and emerged approximately 2 minutes later with an obviously empty bin onto Sea Road. Was seen walking to 53 Memorial Road, the number was seen on the bin.
