Fly-tipping in Ernest Clarke Close

Black bags of rubbish dumped on balcony walkway making it difficult for other tenants to step over or move, this was dumped by a WHG Tennant from no:17 Ernest Clarke Close. This tenant dumped it in view of a whg cctv a few days ago.
