Fly-tipping in Rhys Thomas Close

Why is it whg or walsall council are not prosecuting the tenants for fly tipping? Can we as a tax payer and a rent payer request free! Rubbish removals?? (not on benefits) why keep making excuses for em? COMMUNITY PAY BACK! They have the time!
