Fly-tipping in Hawthorn Way

Van seen 14.20 on 4/1/22in gateway to field by level crossing; two men dragging builders’ bags from rear of van into field. Not sure what they were doing (or why) but it looked suspicious as if bags were being emptied of material there, out of sight.
