Fly-tipping in Biscot Road

A wayward sociopath called Claudio residing in a flat at 23-27 Biscot Road throws rubbish into my garden at 29 Biscot Road so police and his estate agent have been notified. As this has been happening since July 2022, can you prosecute him or ask the council to do so? He is Romanian with intention of becoming a British citizen. He smokes marijuana in the garden and plays loud music in his parked car to cause a nuisance. He arrives into the car park as if he is starting a car race by drifting.
