Fly-tipping in Sun Gardens

Tennant of 27 Sun Gardens regularly brings large rubbish to the bins instead of paying for removing them from him. He got himself a skip but it’s empty. It’s happening for few weeks now. The bin men refuse to take the rubbish as they are too large.
