Fly-tipping in Constable Road

It's impossible to get a mobility scooter down here

This is still the same almost 1 year on! The landlord of number 1 constable road has let his bushes grow out of control and I can't go left or right out of my back gate! This is causing me stress because I used to cut through the alleyway from my garage where my mobility scooter is but I can't get to my garage without going round the block!
