Fly-tipping in Back Morris Green Lane East

Yesterday the family who lives in 149 Morris Green Lane Bolton took out all rubbish about 60-70 bags in to the street. Later when I went to the shop I saw 2 rats came out from the bags and playing on the street at 6 pm.
