Fly-tipping in Lavender Close

Vehicle registration is OE51 NXT. It has not had an MOT since 2020 and has clearly not moved in a very long time as mould has grown on the vehicle inside and outside. No one knows who owns the vehicle. The vehicle is also currently unlocked/insecure.
