Fly-tipping in Bobbers Mill Road

My alley way between 151 to 153 bobbers mill road to the back garden being blocked. Some Romanian neighbours have dumped lots of mess and totally blocked access to our back garden. This is fire and safety hazard. Hope you can help. Thanks
