Registration YX13UTU.Flytipping on floor next to empty recycling bins, no attempt to recycle, dumped rubbish against CCTV/NO FLYTIPPING sign... When will this behaviour be addressed with fines instead of finding excuses not to persecute. LCC Thanks..
