Fly-tipping in Cropthorne Close

I reported this last week and it has been removed for which I am very happy. I'm just wondering who pays for the items to be removed. If Redditch Borough Council picked it up surely they would want to be paid for doing so, the occupant's of this residence are very unlikely to have paid for this. So if they are get it removed for free am I doing them a favour and wasting my time
