Fly-tipping in Evans Street

4 bind full of building debris and animal excrement. Asda trolley and tyre. Bins have been there over a month, bin men rightfully not emptying them. They are very ,very heavy . Seems to be the norm round here now , as what started as 1 bin is now 4.
