two men threw at least thirteen full big bin liners randomly into the bins, one of the guys also threw rubbish out of the back of the van onto the street

saw two men pull up, one got out and chucked all of the waste shown above (he hard long-ish dark hair) and then ran into the van. The van then drove extremely dangerously round a blind corner.
